Officers of the Baptist State Convention of North Carolina and Board of Directors serve on a voluntary basis to guide the ministry and missions efforts of the state convention.

Convention officers are elected by the messengers at the annual meeting for a one-year term, although they may serve two consecutive terms. The president presides over the deliberations of the convention when in session. Convention officers serve on various committees and subcommittees, some of which are as ex-officio voting members and others as ex-officio non-voting members. The board officers are elected by a majority vote of the board of directors. The president presides over the meetings of the board. The board officers serve as ex-officio voting members of all committees and subcommittees of the board, as well as the chair and vice chair of the executive committee.

James Allen Murray

Convention President

James Allen Murray stepped into the role of N.C. Baptist convention president in August of 2024 upon the resignation of the sitting president and was elected to additional terms by messengers at the 2024 and 2025 Annual Meetings…

Murray serves as pastor at Mount Pisgah Baptist in Supply and previously served as senior pastor at Centerville Baptist Church in Kelly, Oak Grove Baptist Church in Lake Toxaway and Cheerful Hope Baptist Church in Delco. He has served on the convention’s Board of Directors and chaired the Articles and Bylaws Special Committee. He also served as the 2022 N.C. Baptist Pastors’ Conference president. He studied at Fruitland Baptist Bible College and Southeastern Baptist Theological Seminary. Murray and his wife, Hope, have two daughters.

Steven Wade

Convention First Vice President

Dr. Steven Wade was first elected by the board of directors in May of 2024 to fill the vacant seat convention second vice president…

In accordance with convention bylaws, Dr. Wade was moved to convention first vice president in August of 2024 upon the president’s resignation and James Allen Murray’s elevation to convention president. He was elected to additional terms as first vice president by messengers at the 2024 and 2025 Annual Meetings. He has served on the N.C. Baptist Board of Directors and chaired the Christian Life and Public Affairs Special Committee. Dr. Wade is
the lead pastor of Faith Baptist Church, Youngsville. He also serves as professor of Pastoral Theology at Southeastern Baptist Theological Seminary. He earned a Bachelor of Arts from Anderson College and a Master of Divinity and Doctor of Philosophy at
Southeastern Baptist Theological Seminary. Dr. Wade is married to Jenny, and they have four children.

Matt Capps

Convention Second Vice President

Dr. Matt Capps was elected by messengers at the 2025 Annual Meeting to serve a second term as the convention’s second vice president. He previously served a year as vice president of the N.C. Baptist Board of Directors then a year as president…

He was president of the 2018 N.C. Pastors’ Conference and has served as a council member for the Ethics and Religious Liberty Commission and the North American Mission Board. Capps is the lead pastor of Fairview Baptist Church in Apex and has served there since June of 2015. He earned his B.A. in Art from The University of North Carolina at Charlotte, M.Div. in Biblical Languages from Southeastern Baptist Theological Seminary and D.Min. in pastoral theology from Gordon-Conwell Theological Seminary. He is currently a Ph.D. candidate at Ridley College (Australia). He is an author, editor and contributor to several books and articles. Capps and his wife, Laura, have three children.

Robert Hefner

Board President

Robert Hefner was elected to serve a second term as board president in September 2025…

Prior to being elected president, he had served as vice president from May 2023 to Dec. 2024. He serves on the Convention Relations Special Committee. Robert has served as the Sr. Pastor at Pleasant Garden Baptist Church, in Pleasant Garden, NC since 2018. Located in the greater Greensboro area, Pleasant Garden has a healthy heritage of involvement with NC Baptist ministries and mission partnerships. Robert has spent the majority of his life in North Carolina, and he is the son of a retired NC Baptist pastor. He came to Pleasant Garden from Hendersonville, NC, where he served Mud Creek Baptist Church as the associate pastor and was on the faculty at Fruitland Baptist Bible College. He and his wife, Diana, have been married since 2003, and they have one son.

Spence Shelton

Spence Shelton was elected as board vice president for a second term in September 2025…

He began serving on the board in January of 2024 and also serves on the Communications Committee. He planted Mercy Church in Charlotte in 2015 and currently serves there as lead pastor. Spence is married to Courtney, and they have four children.
